It is part of the export window. Right click and image and select export. There are a host of options you can define for different export presets and one is watermark. You can add a simple text watermark or add an image.

Export does Resize. Books and online turorials are plentiful, as well as the Lightroom Help that has been mentioned, the "Official Users Guide"!
