LR, like other Raw converters, is a parametric editor (also called "non-destructive) meaning that edits set in the Develop module are only recorded for future reference and actually done only at the time of export. The same rendered image can thus be exported in a variety of sizes. If resizing were part of the Develop parameters, you would have to return to Develop to change that setting for each variation or make countless Virtual Copies and in either case output size would have to be the last parameter set. Thus making it part of the Export setup is far more convenient and sensible. Elie / אלי
