ive noticed that some of the photos posted on this forum have some nice borders on them, including writing , this makes them look real profesional.
how is this done

If you are using PSCS2 and you want a basic frame just expand the canvas (relative) and select the color you want. If you want something little more fancy then you need to add pixel over the expanded canvas and the decorate it to your liking. As for text just click on the text tool and drag it over where want it to be and type in what you want it to say.
