I took a photo this morning and after editing I saved it as a jpg and loaded it to flickr. I dont usually do this but just happened to look at the exif data shortly after loading the image and someone else's name was listed as the creator and copyright holder of the image, how can this be possible? can someone change your exif data on flickr? is the person trying to steal my image?

If you got your Camera used the previous owner's details may be still registered in Camera , if so a quick look at your Manual will show you how to change .

like the other poster indicated, it's not Flickr.com, if you got your camera used some of the EXIF data (owner/ copyright owner, etc.) is still in the camera, use DPP to change it
