Is this a White-throated Kingfisher?

Hello everyone, this is my first attempt at posting a pic; so pls be gentle.

Pls help me identify this bird. From what I find online this looks like a White throated Kingfisher.

Thanks. It was taken in Chennai, India. I was looking out my window and saw this bird sitting on the tree.

When it flies it had beautiful blue wings, but sadly I don't have the skills (yet) to do BIF...
