I have an opportunity to purchase a 7d with a bunch of dead pixels for $500.
Has anyone received an estimate from Canon to replace a sensor or have any knowledge of how much replacing a sensor will cost?

Not sure how many. The ad just mentions several dead pixels.

Not sure if they are dead or not or if they are called "Hot pixels" they jump around some and only noticable at iso 12,800. maybe it's just from being at the max? Unless there are a ton of them there's no reason to replace the sensor. It's quite easy to do:
Bodies: X-T1, E-M1ii, G9 Lenses: µ.Z 7-14 2.8, µ.Z 12-40 2.8, µ.Z 25 1.2, X 18-55 2.8-4, µ.Z 40-150 2.8, µ.Z 45 1.2, µ.Z 60 2.8, µ.Z 75 1.8, PL 200 2.8

Not exactly fixed. This procedure only causes the hot/dead pixel to be mapped out. It is filled in (interpolated) from the surrounding pixels. As long as they are few (0.1% or less, I imagine) and spread out, you'll never notice them in any print.
