I have a pano of the brooklyn bridge that i really like. I want to get it printed and matted maybe framed.

1. Where can I go to get this done properly?

2. Do I have to change any settings in the computer to make it printer friendly?

3. What does it usually cost to get a pic printed/matted/framed? It would be about 18"Lx8"W.

Well most places will just print in regular , You shouldnt have any problems with the printing part. For the matting and framing part , You will probaly need a custon mat cut , Unless you can do it yourself it can cost a bit sometimes. For the framing , You might need a custom frame made.

You can send it directly to a Costco near you for printing. I do 12x18 all the time that way for $2.99 each.

In Photoshop, just place the pano in the center of a blank 12x18 print, and apply the correct profile for your local Costco photo department's printer (available from drycreekphoto.com). Then take that enlargement to a framing/matting place like Aaron brothers, Michael's, or any other local framing gallery. They can custom mat and frame at any dimension you like. I'd suggest you have about a 4" mat border all around that, for a 12"x22" frame size.
