Did eBay remove the ability to require immediate payment for BIN listings?

If not, how do I do it? They changed the listing page (again) and I listed some items assuming all my preferences were the same. This morning somone ended one of my listings without paying.

Requirements to list with immediate payment
To require immediate payment for your item, you need to meet the following requirements:

Have a PayPal Premier or PayPal Business account when you list your item. Find out more about upgrading your PayPal account.

Have an eBay seller account in good standing.

Specify a Buy It Now price of no more than $10,000.

Specify shipping costs or offer free shipping when you list your item.

Include all other related costs, such as taxes, so your buyer knows exactly how much to pay.

That's not very helpful since I meet all those requirements. I'm not asking for their requirements, I'm asking where they hid the ability to require immediate payments.

I'm really starting to not like ebay because of all these fees they take out. Then hearing they are making other options harder to do, they are just becoming annoying now. I try to sell my stuff off of ebay.

I finally got tired of digging through all the preferences and called them. Surprisingly I got through quickly to a US rep. The deal is their default 'beta' SYI form. At the top right you need to select 'Switch to advanced tool'. Apparently some of your preferences are not retained when using their simplified SYI form.
