can OCF settings be changed from body?

If the PW TT1/TT5 system uses ETTL-II, why can't I control my tripod-mounted 600ex settings from within the camera menu settings of my 5DM2? Is there any way to control OCF settings?

You can use FEC, or you can use the PW AC3 Zone Controller...

But with the 600EX-RT, the full-functionality of the on-camera controls are limited to the newer bodies (e.g., 1DX), with lesser capabilities, even when mounted on-camera for older bodies.

For off-camera flash, "You can also wirelessly control the 600EX-RT set as the slave unit with the Speedlite Transmitter ST-E3-RT"

Since you have one 600 EX-RT already, think about investing in the ST-E3 RT Transmitter. All of the 600 features are controlled from the Transmitter on top of your camera. You will then be like most who keep adding more 600 EX RT to their arsenal.
The only real limitation in the 600 system in radio mode of pre 2012 Canon cameras that I, and many have claimed is to be group mode. Sync speed is still the maximum and HSS is available.
Why not grow and dive into the new 600 system that you have already purchased?

So basically I can sell my TT1/TT5 and for less than the cost of those I can get the ST-E3? Will I be able to use my 430EX still as optical slave?

Yes, but only in optical mode. AFAIK, you can not mix RT mode and optical mode. So you'll be limited to line of sight, limited distance, and greatly reduced performance in daylight.

Having had this system along with others, only 3 Group mode is not available.

Not according to the quick guide, unless I'm misinterpreting it:

EOS cameras released before 2012:

• Flash sync speed must be one stop slower than the maximum
No high-speed sync shooting
• No group (GR mode) flash

Then it goes on to add:

According to other threads I just read, it seems like HSS works in radio mode with the ST-E3 on the 5DM2. Several individuals have verified it.

Because Canon would perfer that you purchase a 2012 camera to control your 2012 speedlite. :-)

Syl Arena discovered this anomaly when he was using some pre-production equipment with his 5DII. I and lots of others verified it worked in spit of the Canon manual when we got our 600EX-RTs and ST-E3-RTs.

Now that I have 5DIIIs its a non-issue for me, but important to remember that everything works that would work with the optical control option. There are some warning that appear in the window but they can be ignored.

BTW, the Gr mode is a great feature. And it supports up to 5 groups.

Makes sense, thanks for the vote of confidence! The 5DM3 is not even an option for me considering I just got my 5DM2 last year.

BTW, I just watched a couple of Syl Arena tutorials on YouTube. I like the way he instructs, wish he would do one on using gels.
