I shoot alot of motorsports at our local track in the evening. Once the sun is down, I am usually at about 1/250, 2.8 and iso's from 3200-8000. Our track is pretty new with decent lighting. Not sure what the lighting is like at your track?
I find these to be a reasonable compromise between getting acceptably sharp shots while still showing some wheel/motion blur to give the feeling of speed.
Of course, panning uses lower shutter speeds and lower iso's as well.

There's no mystery: fast lens, high ISO. The same conditions apply for any low-light night available-light photography.
