Post Processing Programs

What programs do you all use to add the white borders to your photo's for use online. I see this a lot, and would love to know how to do it. Also, is there a freeware or whatnot to add a signature to the bottom of the pic like a lot of you do?

I use the free JAlbum to generate my web galleries, it adds borders and does signatures. If you use photoshop then google "mikes framer", he's a member here who's made a great framing script that I use when I want to make a small number of framed photos for the web.
