LR4 Printing question.

Is there a way to create a border image for lets say a 4x6 print that overlays on the image? Kind of like a photoboth border around the images but I need it to be a border image on a single image on a 4x6 or 5x7 print. I could layer it it photoshop but this is for a event and need to print a good amount of images with the same border but the different images. I could use DSLR remote photobooth mode, but if I shoot tethered into LR4 I could have more control and quick adjust ability if needed, ie crop and what not. A second user will be handling the printing end.

Here is the set up, Camera on a tri-pod with two lights on a 7-repeat BG event attendees will check in then get a quick photo op win front of the 7-repeat then they can pick up their print shortly after or during the event. I need to have a set-up that allows me to simply overlay the border and print. Just wondering if this is even possible with LR4? If not the DSLR Remote in photobooth mode will be my other option.

Yep, there are a couple ways to do it. The easiest is just to use the Stroke Border feature in LR's Print module, as described here:

This creates a simple black frame around the photo.
The second part of the page describes using the Identity Plate feature as a border. From here: http://www.tipsquirrel​.com …ve-borders-for-lightroom/ you can download five frames with a 5x7 cutout (close enough to 4x6 to be used for that aspect ratio also). If you have PS it is easy to make other .png frames with a transparent cutout or to modify the downloads to your taste.
