Topaz Adjust has some of these. After choosing one of these adjustments you are then free to fine tune the photo with sliders. I use a Kodak Brownie

Blown highlights, significant halos, and wierd "pastel" color shifts. So I'd bet Photomatix was used for the majority of this effect, plus a little post processing in LR/ACR or Photoshop.
