Photographs to GIFs?

I have seen some wonderful 'animated photographs' which are GIFs. What software is used to make them? Most GIF creators are 'small' and 'simple' and 'free', but do not have the tools or power to animate a series of photographs.

Anybody got any suggestions?

Photoshop CS works wonders for GIFs.
