Two options. Click the paper clip icon and follow the menu. Downside is that in addition to pixel limits your post must also be below 150K. Downsizing to fit that limits your quality.

Better option. Upload to a free hosting site like flickr.

Then either

Click the little icon above the post window that looks like a mountain scene with the sun in the sky. That will post the url of the image into the post

or with flickr you can just copy the BB code in the share box and paste directly into the post window.

Is it only possible to change the size of a pic in Photoshop (or other editing software)? How do I change the size of a pic that's in my computer's "Pictures" file?

You need some editing program to change the size of the file. If you dont have any look at picassa, its a free download from google that has some minor editing features as well as a photo organizing interface.
