In this day and age, you're most likely to be shot at, for carrying that around. You especially
have to watch out for rouge Transit Cops in some cities who like to beat people with cameras.
I can't imagine what they would do to you for carrying that :-P

You could always get the new Vangaurd ballhead with built in shutter release "trigger"

Yeah, I can only imagine what type of response someone would get walking around DC and the White House with that setup. Legal? Probably. Smart? Probably not. Functional? Yep, especially where tripods are not allowed (like places in DC) .
