Forget the "assume no tripod" part for an image like that.
Shoot w/tripod. Keep the base (background) layer, & add the moving element above the base layer in a separate layer with a Layer Mask to hide the part that you don't want to show. Photoshop CS6 Tutorial - Understanding Layer Masks![]()

Then you can make individual images of the base layer, base layer merged with layer 2, base layer merged with layer 3, base layer merged with layer 4, etc.
Assemble them into an animation with whatever program that you have. One easy way is with UnFREEz.
