Found this in Toledo, España. The sign basically reads, 'No parking in front of door' (Literally; 'No putting cars on the door/gate'.)

It's quite common in London museums and art galleries. It seems that most people just accept it without thinking about it. The same way they accept those supermarket vouchers that give you £3 off if you spend £40.
