It's not just for special effects. You can ignore the preset effects and use the Effects Options panel at bottom right to do most of the usual post-processing work including tone and colour changes, adding blur, filters, vignettes, duotones, B&W, etc. All on effect layers with full masking and blending options.

And it comes with a free version of Perfect Layers for doing other adjustments such as retouching, rotation and crop, plus full layer-based masking for composites. The whole thing is a very powerful package that can work as a plugin with PS CS, Elements, Lightroom, Aperture, etc, or as a standalone program, with plenty of help, tutorials, webinars, and videos available.
