I think the 70-200 has a minimum fofus of 4 feet and that mayvary somebased on the focal length you've dialed in. Double check that you aren't shooting at MFD.

I ran your numbers through a DOF calculator and guessed 4 feet distance from the lense to the PC board and it came up with a DOF of 0.03 feet.

Maybe you should use a much shorter lens at f8 and try it again.

I have used my 50 1.8 @ f/3.2 , 28-135mm @ f/8 , 11, 5.6 at a variety of distances. Does same thing. I purchased a 50d last night, I want to see what how it does.
