I would like to know how some of you guys reduce the overexposure of the sky to make the photo more manageable to view. I am using Photoshop Elements 11, so I am not entirely experienced at PP and have never used Lightroom.

Generally, LR isn't good for that.

Take a look at using masks to hide parts of the image: Need to remove a background from something?

I don't have PSE but on CS a pseudo-HDR can easily be created by "Shadows & Highlights" that is under:
Image > Adjustments > Shadows/Highlights
Can do very well with over exposed sky or snow to bring out unbelievalbe extend of details but then does give it a burn look if you go too far. On the same secession you can significantly improve detail on Shade side of image.

Any time you see a nice sky, irrespective of background, take a picture. It will be handy to add (Rather substitute) an ugly overcast or badly exposed image of your future pictures!
