I just returned from my annual trip to Cozumel and although they've passed both a helmit law & restricted how many can be on one the mopeds & smaller motorcycles (moto's) are still serving as the family car.

Are the helmet laws only applicable to a certain age, and HIGHER? Why are there so many kids not wearing one? :(

Can't give a reason why it gets ignored but the law is supposed to apply to the young kids too. Babies may be exempt, but it's a risky way of life.

It's quite saddening, really. I ride almost daily. And though I'm not a helmet ****, I hate seeing this. But then again I get aggravated when I'm at the park and see countless kids not wearing a helmet while they ride their bikes. Helmets on bicycles were not even a notion when I was kid. But now that I have two, I tend to notice these things more.

It's a very unfortunate situation partly due to old habits & low wages. It's been at least 3 years since the laws were changed but there's very little enforcement & although I didn't see 5 people on one this trip I have on previous trips especially in the down town core, where the traffic is crazy. Car seats for kids aren't a requirement either but some car rental agencies now offer them to us tourists.
