Sure, the R&D on video might not be a
"waste" for everyone, but for me as a still photographer, it is nothing but a big fat waste.
It can't be a waste for you, because Canon didn't need to involve you in anyway to perform that research.
On one hand, Canon is selling video cameras (low-end and high-end) which means that they already have a product area that brings in money and can pay for that R&D and that needs video functionality. That their camcorders also happens to use DIGIC chips is just a nice spin-off. So DIGIC chips with video in the DSLR is a nice spin-off.
The transistors and code space in that DIGIC that are dedicated to video, might possibly be wasted on you. But that R&D isn't wasted since you were never involved in the first place.
Canon also happens to sell P&S cameras - and video is a required feature for that product line. They also use the DIGIC chips. And also have their own budget for investing in video support.
And the R&D done on sensors for camcorders and P&S image sensors means that the DSLR division don't need to invest huge amounts of money to figure out how to get the DSLR sensors to support video.
So: What video-related R&D would Canon be able to skip, to allow the development of a high-MP sensor for you? Canon should kill off their camcorder and P&S development work? Does that sound like a good idea? In what way do you feel that Canons DSLR engineers are wasting their time on designing solutions for video?
