I like the subject (such a cutie) and especially the catch lights in her eyes. Overall, it looks a little flat to me, maybe a bit washed out. Here's what I did in a couple of minutes. Just my two cents as I'm still a beginner in Photoshop...

1 - Shadow / Highlight == Shadow at 0, Highlight at 10%
2 - Hue / Saturation == Saturation at +8
3 - Color Balance == took out some yellow and magenta adding some blue.. seemed a bit too orange on my monitor
4 - Unsharp Mask Amount 100, Radius 0.7 pixels, Threshold 0

Again, just my 2 cents.
