Photo Management for Non-photographers

I do volunteer work with an organization that has a large photo collection that is becoming quite cumbersome. Right now everything is stored with a folder with each event, and subsequent folders with the events with the year. There are no tags, keywords or anything to define what is in each photo.

I'd like to be able to recommend something and then incorporate the recommendation and get their files to the point that a specific photo or group of photos can easily be found for future use. I personally use Lightroom for my photo management and like the ease in which I can use keywords and metadata to find pretty much anything I would like. What I am looking for however is something that would be shareware or freeware that would allow me to add keywords or tags and then perform searches.

I am not familiar with other options than Lightroom but am hoping someone from this community can help out with some suggestions.

Light room works well for that purpose.
Folders w a descrip would also work and free.
There are 100s of options
