Advice needed, selling photos to local councils

I am applying for a position to provide a photo bank of around 250 photos for 24 local councils in France, I have worked out all costs for the quote but I have a question concerning usage rights, they want full usage to use as they want for an unlimited time frame.

If you work with and sell to local councils I would be very interested in your reply for usage rights and costs.

There is a difference between "full usage for an unlimted time for any possible purpose" and "full usage for an unlimted time for a specified purpose". The first would allow them to use the images in a multi-million $ world-wide advertising campaign for perfume and should be priced accordingly. Of course the likelihood of a French council needing to do that is minimal so it would be pointless paying for those rights. In other words you need your client to more clearly define what they want to use the images for.
