Help with ID, northern British Columbia bird

Took this shot in 2010 on Muncho Lake in Northern British Columbia. Still haven't identified it. Hoping folks here can help ...

It was near a couple of Lesser Yellowlegs on the rocky shoreline.

I've debated whether it is a juvenile Herring Gull. The colour matches and my NatGeo Field Guide shows it in the area of Muncho Lake. Hope to confirm though!

Jeremy ... I did some googling. Apparently there are numerous Mew Gull nests around Muncho Lake.
