Half broken 28-90mm (FOCUS problem)

My lens will not focus (Manuel or Auto) it will however focus at 70-90 sometimes rarely it'll focus at 55mm. The lens doesn't appear to be in any physical damage, I just haven't used it in like so many years, I don't know if it was like that before. Any suggestions how maybe how I could fix or check the problem?

The lens will change focus just it will not get into total focus what so ever unless at 70-90

Set it to Manual Focus and half press the shutter and focus it manually until it gets focus confirmation, then flip the switch back to auto and try it. I have a 18-55 mark 1 that I need to "jumpstart" every time I don't use it for a while. It works normally after that.

28 through 55 work but like only focus on things that are at a certain distance it wont focus on things at certain other distances. Like if a person is sitting on the couch (Manuel or auto) I have to get to a certain distance up close for it to focus it wont go in focus at a normal distance. If I turn it to manuel everything is blurry and nothing will get in to focus I have to move closer then the image will come into focus I can't take a picture of someone sitting in a chair because it won't focus all the way to make it in focus

No it won't Manuel focus or auto focus 28-55mm only 60-90mm. It will focus only if I am up close to something not far away like if I was to want to get a landscape or something at 28mm. The focus ring works it just won't go into focus at all unless I'm up close. It's not a macro lens either.

Perhaps check that the rear element hasn't fallen out. If it won't focus to infinity at all focal lengths, then either the lens is too far from the lens mount surface, or an element has gone missing or moved, or there is internal damage preventing the focus ring from retracting fully.

You could have a camera repair shop look at it, but likely it would be the same price or less to just buy another one used from Craigslist or whatever.
