This is the Jewish Cemetery in Amsterdam. The cemetery dates back to 1714 but has not been in use since 1942. The city owns these grounds now and in accordance with Jewish tradition the graves have not been cleared. The graveyard is closed and inaccessible to visitors.

I am going to guess that they were intentional, and that they were either left by German or Russian soldiers during WWII.
