It's possible to make out the black beady eyes on the head in a 'V' shape as well as thin mucous strands underneath the body.
Ropalid wasp:
(They don't usually look quite this evil)

Interesting behaviour whereby the male appears to be releasing some kind of white exudate on which the female is feeding. Probably some form of stimulant to encourage mating. Though I'll have to look this up, or better yet someone can provide some additional info. for me to be certain.
