16-35 ii 2.8 focal adjustment feels a little funky

My 16-35 ii feels a little funny when I adjust the focal length in the 16-20 range. It isn't quite as smooth as the rest of the range. I'm trying to determine if it has always been this way or if a piece of sand got in there. It's driving me nuts.

When I hold the lens at certain angles, I do not encounter the rough feeling when moving the focal ring. Odd.

Does anyone else's 16-35 ii focal adjustment ring feel different in the 16-20 range?
