They probably figured that they could make a 70-400 just about as easily as they could a 100-400 with their current CAD stuff, so are positioning it as a companion to the 24-70 (as someone mentioned above).

The petal hoods show that it has a wide angle capability at one end. If it was a 100-400 replacement it wouldn't need that radical cut out to avoid vignetting.
