Part of me wants to crop it in tighter around them, but I really think showing the scale of the rock is important in this kind of image. What say you all?

Cropping in you will see that they really are not doing much. It is underexposed and maybe should have been shot much wider.

+1 on not cropping and would have shot much wider. Alternatively, I'm not a huge fan on the huddle. If they were spaced out in some meaningful way, that be far more interesting to me.

i would have waited till they start climbing again to give the picture some interest. right now they look like they just hanging around. and with the space above them, instead of below them, i dont get the sense of danger!!

Yes though crop look logical, it really removes the sacle.
So if image is to be shown individually, do nothing.
If this is part of a series of images, then go crop.

On El Capitan at Yosemite, I commonly see rock climbers that are into 3 painful days and nights of journey that from far with a high tele you can get a similar image say when the guys are couple of hundred yards into the air. So really its hard to see where they are right now, just at their beginning of their journey or much higher.
Your Second part of comment is perfect. It will give more to the story to have empty space below and not above them.
