Apr 01, 2013 14:17 | #1 You could argue that Congress is in a fog, and this morning you would have been right. The Capitol, Lincoln, Jefferson and MLK memorials were all under cover as well. Only the top half of the Washington monument pierced the low cloud cover. The trees in the foreground are on Teddy Roosevelt island.
