Yes it is that bad... Samples coming....
I had one of these lenses and was sharp as a tack wide open. I think you just got a bad copy.

Crop Sensor, 8mm at f3.3 gives Near Focus of about 39" and Depth of Field is Infinite Thanks for your input and the interest. Mine is soft until (may be) 5.6
