I came across " AKVIS Artistic software". Basically, this software enables you to make your ordinary photograph looks like oil painting. Is there any other software available that can do the similar tricks ? Thanks !

If you have CS6 there is an oil painting filter. There are innumerable plugins that will do the same thing. Have you tried an internet search. I just did one and the results are long and varied. The CS6 one looks cool on some images and on others it just wrecks them. Personally I think the best way to do this is to do your own brushing with the mixer brushes assuming that you have a version of Photoshop that has them. Your details were a little thin other than you wanted a final product that looked like an oil painting. My life is like one big RAW file....way too much post processing needed.
