I consider this item a sign. You might want to call it a label or something else instead. Small signs exist, such as EXIT and EMPLOYEES ONLY and NO SOLICITING.

Trying to figure out the message would be an inefficient way to go. Something that should help can be inferred from the approximate size of the sign.

Not that I'm aware of. There may be small print somewhere. At any rate, that's not the purpose of the sign.
