Or maybe communication?

I prefer to be in the bush with the animals than a crowded city.

To do with electricity?

Without electricity, there'd be no reason for this sign.

Or maybe communication?

Well, the sign itself is a mode of communication, and what it says concerns something apart from itself that also communicates.

That's not it. (I wish all the dog people would.)

To clarify and perhaps provide a clue: The sign isn't attached directly to the pole. It's printed on something that is attached to the pole.

Or to indicate a cycle lane, with an appropriate graphic?

I think those are about the only guesses I can make, from 3700 miles away.

Not for a cycle lane.

A cyclist wouldn't use the white-looking bit near the top.

It doesn't look like any of the signs here https://mutcd.fhwa.dot.gov …ons/fhwaop02084/index.htm (external link)

The round part has a vertical line. Is that significant. as might be found on a distance measuring reference?

Would a person using public transportation use this to know to know where they are?

The sign overlaps in purpose, and partly in design, with some of the signs at your link. It isn't quite like any of them. This sign is a somewhat recent version of older ones that were all words and no graphics.

The vertical line on the circle is a lighting effect. Ignore it. This is a macro, and the circle in reality is very small. Any markings on it would not be useful.

No.

Where you find this sign, there's probably at least one more like it nearby.

. . . unless you want to work on why lighting might make something that photographs as a circle look that way.

A sign to indicate that cameras are being used, say at a junction or crossing.

No, but that idea is a bit closer.
