Earlier you stated there was no lettering on this sign. To me sign lettering would refer to any lettering of standard alpha numeric characters.

Looking at your new macro this sign looks to include numeric lettering. So the question I am now asking is, does this sign have a number or numbers on it?

The sign doesn't have numbers. The angled white shape above is part of a graphic image.

Another part of the sign does have lettering. I've shown two samples from the pictorial part only.

"Also" implies that this sign has warning lights, which it does not.

The sign alerts you to something that is associated with lights. Beyond that, I don't know how to answer your question in its current form.

The size of the sign just about eliminates it being effective for any use involving cars and trucks. To me that leaves bicycle signage that I believe has been eliminated and signage for pedestrians. For some reason, I thought this was covered but just in case it has not been, is this sign primarily for the usage of people on foot?

Yes! It is! (Actually, bicyclists sometimes use it, too.)

Two nations divided by a common language - there was no such implication ....... "also" in the sense "Does the sign alert you to something that in addition has warning lights?" rather than in the sense "Does the sign alert you to something that has additional warning lights?" sigh!

Perhaps there's a bell too? Level crossings used to say "Do not cross when the bell is ringing", with a squat, wide X. But the sign's too small, and that doesn't fit with the cyclists not using the top part of the sign, part.

Cyclists pay no attention to any signs or lights, in the uk...

I'm calling this close enough for a win. It has part of the meaning expressed in the sign, and mechanisms for traffic signaling outside the U.S. don't necessarily match ours closely enough that I could fairly demand the whole message.

But "something that in addition has warning lights" in addition to what? You didn't mention any feature of the "something" to which warning lights would be additional. Therefore, "also" can only mean in addition to the warning lights on the sign. If this aspect of English differs between continents, I'll be very surprised.
