From a Brit - I doubt the nationality is very relevant. I think the sentence would be taken both ways if 100 people were asked to decide, but I would expect the majority to go with Ohlook's interpretation.
Somewhat like the interpretations in this challenge, between sign, part of sign, part of image...;-)a

Our contraptons usually have a box with a backlit "Wait", a beeper, and a knob underneath which rotates for "walk", for deaf-blind people.

Some of ours vibrate as a tactile signal. Some at major intersections play a recording that says "Wait" or, when the wait is over, "Light is on to cross [name of street]."
