It could be. This is what Wikipedia says.

An electrolytic capacitor is a type of capacitor that uses an electrolyte to achieve a larger capacitance than other capacitor types. ... Almost all electrolytic capacitors are polarized, which means that the voltage on the positive terminal must always be greater than the voltage on the negative terminal.

They''re good fun. Leave a big old one in a room at double the voltage it should tolerate. After a few hours it'll explode and fill the room with tiny bits of paper. The bang is.

Lol, a capacitor exploded near my face once. Not one of my favorite experiences of my life. But yeah, the bang is satisfactory :-D.
