Hmmm. Kinda looks like the blade mechanism I used to see at the printing plant I worked at that was used to cut the trim off magazines.

Yes it's a replaceable blade holder for a microtome.
Traditionally microtome blades were plain triangle section and had to be sharpened with special equipment.
All ridiculously expensive.
