Is it a safety strain relief wrap for a A/C charging cord into a phone or a laptop computer?

UK standard is 230V -6% +10% (i.e. 216.2 V – 253.0 V)

So ... I wasn't that far off

No Phil, 220-240VAC IS our standard, We don't have 110V.

That's looks right - I can't quote the official figures!.
It used to be called "240V"
until we harmonized with Europe some time ago, at which point it dropped to about 230. And all out kettles got slower....

Chris the US standard known as 220-240 is a 60 cycle standard. 60 cycles would not matter to a heating device but you probably would not want to plug any UK/Euro electrics into a US 220 plug if it is not made to work on both standards.

The frequencies are very well controlled, the voltages don't matter so much, they vary through the day.
"220v" US appliances plugged in over here can be a bit short-lived. It depends what they are.
Motors just go at a different speed due to the Hz change, usually no big deal.
EG our DIY tool electric motors tend (cheaply) to be 50 x 60 = 3000rpm, whereas yours would be 3600.
They usually quote less because of the slip angle in the phase of the sta........ - sorry I'm getting off at a tangent!

Getting the 50/60Hz wrong used to mess up TVs though!

I don't know of any issues with putting our appliances into 220V from a voltage point of view.
Power is proportional to V squared, though, so going from Perth to Portland you'd lose 22.5%!
