The hint about it either being in the kitchen or dining room made me think only of a bottle opener. And yes, I was thinking rabbit style wine bottle opener.

I assume the nuts on the end are for adjusting, is this correct and if it is correct does the item need adjusted everytime it is used or is it more of a set it and forget it for a short time?

Yes, it could be considered a tool. However, it is not a mechanical tool. It could be considered a tool, insofar as it can be used to achieved desired results.

The nuts are not used for adjusting. Instead, the screw at the top of the crop is used for adjusting. I've made the adjustment once and I have not reset it to a different adjustment for over a year.

This time I actually have no clue, just seemed quite likely for what's know so far. Fitness for me has generally been free weights and outdoor activities so I've likely never used this item but might have seen one. I actually thought it looked part of something of seen before at first but not so sure now.

Does this item use spring tension for resistance?

Are the black parts black oxide coated steel?
