No. It is not used to do that, but it does do that inconsequentially due to the task it performs.

No. Sometimes you rotate it while using it, but only by twisting it around. Normally only 90 or 180 degrees. It is not usually necessary to twist it around though.

Nothing on the item itself rotates.
