I am not certain I understand the question? If you mean is it characteristic of a particular locality, the answer is yes.
Sorry about that. English may be a shared language, but many words have different common usage in different localities. In the USA, at least in the southeast US, the common use of the term "holiday" is probably more what you would know as a "Holy Day." As a general rule, we don't call our traveling vacations holidays as is common in Europe.
By asking if it is related to a holiday, I am referring to one of the holiday seasons (or maybe better to say, Holy Days) such as Christmas, Easter, Ramadan, Yom Yippur, or even a secular day such as Martin Luther King Day, Thanksgiving, Jeûne genevois, etc.
