It's a metal tool, which would fit in a beer can, most likely used by a female person, not a kitchen or bathroom thing, it has some sort of dimension marking on it but isn't primarily for measuring things. It's specialised, but used for an activity not uncommon in a family. And there was a "space" reason why the markings were made at an angle. There's "some" rotation involved.

And, it's not particularly a "dead straight" thing, and a good one might have benefited from heat treatment!
