I am not talking about an actual pizza cutter. I am talking about the cutters that cut dashed lines. They are shaped like small pizza cutters but either have many spikes or the ones I am talking about have many small blades on a wheel that cut a dashed line. I have no idea what they are called, but that is what I am asking about.

Ah. Like an overstitch wheel or stitch pricker wheel?
Hmm, I've not seen one that cuts.

So no.

The "Some" rotation, is a partial rotation, not like a wheel.
