I am wondering just how misleading you are being by saying in "the broadest sense of a plastic" this item is? For example even concrete is considered plastic during a period of its transformation into a hardened solid. Could this be a concrete or other similar plaster type substance statue? Something made out of the material a garden gnome would be made from, or something like that.

Concrete is not a plastic (as a noun) ... it is sometimes plastic as an adjective

I was not being deliberately misleading ... the normal description would be a word other than plastic.

Is the person being represented someone with an identity, by which I mean
Old father time, The pied piper, The Green Man...
rather than a generic such as
some random shepherd, mariner, old hag... ?

I would be happy with the material and the artistic style ... believe me the clues are all there. I think OhLook is quite close.

-?

it was a binary question

I'll rephrase it then -
Does the character being represented have a name/title?

Yes ... but off-hand I do not know it. Sorry ... not disambiguation, but ignorance

No and definitely no!

The fact that it is not metal does not mean that it does not look like metal :-D

not lead but you are thinking in the right direction. The colour of the image is pretty good.
