Dunno, some sort of alkyd/epoxy phenol, maybe - I'm not much of a chemist. So I'd guess yes because that's what you can see. But that's the paint.

If you meant the substrate, the stuff which is painted, No it's not plastic..

It is not a freezer magnet!

Ferromagnetic just means it's iron based. There are paramagnetic and diamagnetic materials which confuse the hell out of people.
